THAT Council approve the draft form of the Franchise Agreement, attached hereto and authorize the submission thereof, and any other documents required to the Ontario Energy Board for approval pursuant to the provisions of Section 9 of the Municipal Franchises Act; 3. THAT a By-Law to Authorize a Franchise Agreement Between the Corporation of The County of Prince Edward And Enbridge Gas Inc. receive first and second reading at the April 11, 2023 meeting of Council; and 4. THAT Council requests that the Ontario Energy Board make an Order declaring and directing that the assent of the municipal electors to the attached draft by-law and franchise agreement pertaining to the Corporation of the County of Prince Edward is not necessary pursuant to the provisions of Section 9(4) of the Municipal Franchises Act.

THAT staff engage Council in a discussion on the overall Budget direction, with a report in summer 2023 to inform staff preparation of the 2024 Budget; THAT the report includes options of how best to reduce the 2024 Operations Budget by a target of 10% (or $3 Million) in savings from the 2023 Operating Budget; and THAT options considered focus on technological modernization, process improvements and other forms of creative solutions that minimize impact to current service delivery.
