Committee of the Whole Minutes November 30, 2023 Adopted as circulated to Council on January 10, 2024 THAT the agenda for the Committee of the Whole meeting of November 30, 2023 be confirmed.

THAT the deputation by Lesley Lavender, CEO regarding an update on the PEC Chamber of Commerce making an impact be received.

THAT the request of County Docs for an additional $100,000 for Healthcare Connect Premium Initiative be considered in the 2024 budget deliberations.

THAT the deputation by Dr James Burrows, Barinder Gill, Prince Edward Family Health Team Executive Director and Adam Hambly, Physician Recruiter regarding The County Docs pushing forward into 2024 be received.

THAT staff/consultants include the "Do something, and Do Nothing" option as described by Mr. Mooney in the Picton Town Hill Intersection studies in the next report to Council; Committee of the Whole Minutes November 30, 2023 Adopted as circulated to Council on January 10, 2024 THAT consideration be given to locating the Bridge St signal at the bottom of the hill in the signalization/Traffic signals option, to avoid the need for stops on the hill; and, THAT staff/consultants evaluate the three options using Mr. Mooney's suggested model and criteria.

THAT the deputation by Gary Mooney regarding Picton Town Hill intersection improvements be received.

THAT the deputation by Steve Sykes regarding the Picton Town Hill intersection improvements be received.

THAT the presentation by Barbara Sweet, CEO, Prince Edward County Public Library regarding the 2024 budget be received.

THAT the Committee of the Whole meeting be extended beyond the 3-hour time limit.

1. THAT Council receive report CSP-09-2023; 2. THAT Council direct staff to return to Council in 2024 with an Action Plan to reflect the Strategic Priority and Community Plan's desire for economic diversification, as well as specific steps to address issues and opportunities raised in the BR+E; and 3. THAT Council direct staff to focus next steps in the Action Plan on creating a business-friendly municipal environment, development of a Community Improvement Plan focusing on agritourism and on-farm diversified uses, and economic diversification.

1. THAT Council receive report FD-07-2023; and 2. THAT Council direct the Fire Chief to inform Emergency Management Ontario that the annual Emergency Management and Civil Protection Act requirements are complete.
