THAT the rules of the Procedural By-Law s. 6 be waived to permit a deputation from Dennis Fox, regarding item 6.1 - Governance Structure Review - Terms of Reference.

THAT the agenda for the Committee of the Whole meeting of February 15, 2024 be confirmed.

THAT the deputation by Gary Mooney regarding the governance structure review be received.

THAT the comments from the audience be received.

THAT the Governance Structure Review Terms of Reference under "objective" paragraph 2 be amended to include the following: The governance structure review would cover a range of governance topics, including but not limited to – committee structure, standing committees, financial control, powers of the Mayor, deputy Mayor system, ward boundaries and size of Council.
