Committee of the Whole Minutes April 11, 2024 Adopted as circulated to Council on April 23, 2024 THAT the agenda for the Committee of the Whole meeting of April 11, 2024 be amended to include an Announcements section, and as amended be confirmed.

THAT an additional $75,000 of unbudgeted funds in 2024 from the Tax Stabilization Reserve be approved, and provided to the Prince Edward Family Health Organization for the Health Care Connect Premium, to support the rostering of unattached patients who reside in Prince Edward County to family doctors.

THAT the comments from the audience be received.

1. THAT Council receive report HD-03-2024; 2. THAT Council direct the CAO and Clerk to complete the purchase of the former Queen Elizabeth School property in advance of the June 10, 2024 deadline, with interim funding from the County's current operating fund; 3. THAT Council direct staff to complete the due diligence work for the site, to be funded from the Operating Budget, surplus property contracted services line; and 4. THAT Council direct staff to return with implementation options involving a third- party partnership as detailed in this report. THAT Committee now move into closed session to consider: • a proposed or pending acquisition or disposition of land by the municipality or local board; and • a position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the municipality or local board. Pursuant to Sections 239 (c) and (k) of the Municipal Act.

1. THAT Council receive report CSP-09-2024; 2. THAT Council direct staff to explore a Memorandum of Understanding with Pleasant Bay Bible Conference Grounds to support a continuous trail for public use on the western beaches known as the Quarter Session Trail; 3.
