Committee of the Whole Minutes August 29, 2024 Adopted as circulated to Council on September 10, 2024 THAT the agenda for the Committee of the Whole meeting of August 29, 2024 be confirmed.

THAT the deputation by Lars Hansen, The Queen E Community regarding the Queen Elizabeth Re-Development Project be received.

THAT the presentation by Bill Sandison, General Manager, Quinte Waste Solutions regarding Blue Box Recycling - Transition Update be received.

1. THAT Council receive report FIN-13-2024; 2. THAT the Treasurer be directed to forward the statement contained in Appendix 1, to the Ministry of Municipal Affairs and Housing in accordance with the Development Charges Act, 1997 and Ontario Regulation 82/98; and; 3. THAT Council direct staff to procure a consultant to begin a Development Charge Background Study for Water and Wastewater Infrastructure requirements throughout the municipality in 2024, with funds from the Studies Reserve.

1. THAT Council receive report FIN-14-2024; 2. THAT the Treasurer be directed to forward the statement contained in Attachment 1 to the Ministry of Municipal Affairs and Housing in accordance with section 42 of the Planning Act; and 3. THAT Council direct staff to bring forward budget proposals which allocate the parkland funds in proximity to the geography where they were collected.

1. THAT Council receive report CSP-16-2024; 2. THAT Council resolve Parts 4, 5, 7, 9 and 11 of Reference Plan 47R-5933, which are part of the parcel of municipal land identified by Roll Number 135003003517000 and located at 375 Main Street East, Picton, be designated Committee of the Whole Minutes August 29, 2024 Adopted as circulated to Council on September 10, 2024 for the purpose of partnering with the Prince Edward Family Health Team (PEFHT) to develop a purpose-built medical facility, leveraging funding available through the Ministry of Health Capital Branch funding program; 3. THAT Council direct the Mayor and CAO to write letters of support, and/or enter into a letter of intent with PEFHT as required to support the funding application process, and to return to Council and/or the Planning and Development Committee with any policy, by-law or zoning requirements to support the project; 4. THAT the Primary Care Infrastructure Working Group be dissolved, and letters of appreciation be sent to its members.

THAT Operational Services staff be directed to include consider Salem Road in the next 5-Year Road Program (2028-2033). Committee of the Whole Minutes August 29, 2024 Adopted as circulated to Council on September 10, 2024
