THAT the comment from the audience be received.

THAT staff be directed to prioritize recommendations nos. 46 and 47 of the Parks & Recreation Master Plan, with an expectation for implementation to commence within the short-term time frame (Years 1-2).

1. THAT report DS-73-2025 regarding EV 800 Water & Wastewater Capacity Allocation Policy Amendments be received; and 2. THAT the updated EV 800 Water & Wastewater Capacity Allocation Policy, available as Attachment 3 to this report, be approved.

THAT report OPS-19-2025 regarding the Sidewalk Winter Maintenance Program Overview be received for information.

THAT staff be directed to complete an assessment of pedestrian use of sidewalks over the upcoming winter months in the outlying areas, specifically in Cherry Valley and Consecon, and return with recommendations for service level amendments in 2026.

THAT staff be directed to review sidewalk plowing service levels in the Hamlet of Consecon, and return with proposed amendments to By-Law 11-2020, being a by- law to authorize the seasonal closure of sidewalks for Council's consideration.

THAT clause no. 4 of the recommendation be amended to read as follows: 4. THAT the licencing fees, as set out in Attachment 3 to this report, be approved and the taxi fares, as set out in Attachment 4 to this report, as amended to ensure fares are consistent based on distances to destinations in consultation with the operators, be approved;

THAT Committee move into closed session to consider: (d) Labour relations or employee negotiations regarding employment agreements; Pursuant to section 239 (d) of the Municipal Act.

THAT the Collective Agreement between the Corporation of the County of Prince Edward and the Prince Edward County Professional Firefighters Association, IAFF Local 2745, be approved; and b. THAT a By-Law to authorize the Mayor and Clerk to execute a new Collective Agreement between the Corporation of the County of Prince Edward and the Prince Edward County Professional Firefighters Association, IAFF Local 2745, be brought forward for enactment at the November 25, 2025 Council meeting.
