THAT the presentation by Barbara Sweet, CEO, Prince Edward County Public Library regarding the annual report to Council be received.

THAT the presentation by Michel Carrier, Senior Project Manager, Mohamed Jaber, Project Manager, Habiba Hegazy, Assistant Project Manager, Colliers Project Leaders regarding the HJ McFarland Long Term Care project update be received.

THAT the deputation by Jennifer Smith, Director of Fundraising & Community Engagement, regarding the United Way of Hastings & Prince Edward updated community report be received.

THAT Council direct staff to work with the Prince Edward Fitness & Aquatic Centre (PEFAC) to explore opportunities for collaboration with the YMCA that may enhance recreation and community services in Prince Edward County, and report back to Council on any potential opportunities.

THAT the deputation by Cathy Spoel, Chair, Prince Edward Fitness & Aquatic Centre (PEFAC) regarding the Exceptional Funding Agreement between PEFAC and the municipality be received.

1. THAT Council receive report OPS-23-2026 regarding the Expansion of the Municipal Prohibited Local Weeds and Invasive Plants List; 2. THAT Council direct staff to conduct a promotional and education campaign, in consultation with the Agricultural Advisory Committee, to improve awareness of the impacts of Canada Fleabane, Palmer Amaranth, and Water Hemp on agriculture; 3. THAT the Mayor, on behalf of Council, prepare a letter to the Ontario Ministry of Agriculture, Food, and Rural Affairs, advocating for the evaluation of Canada Fleabane, Palmer Amaranth, and Water Hemp as candidates to be added to the Ontario Noxious Weeds List; Page 4 of 6 Minutes of the September 10, 2026, Committee of the Whole Meeting Adopted as circulated to Council on September 22, 2026 4. THAT Council direct staff to include Canada Fleabane, Palmer Amaranth, and Water Hemp in the development of an invasive species management program for public property; and 5. THAT an amendment to Schedule A of By-Law 78-2023, being a By-Law to the Owners or Occupants of Private Property to Maintain Grass and to Support for Naturalization of Yards, to include Palmer Amaranth and Waterhemp, be brought forward to the next feasible Council meeting for approval.
