Environmental Advisory Committee

THAT the agenda for the Environmental Advisory Committee meeting of October 3, 2023, be confirmed.

THAT the minutes from the Environmental Advisory Committee meeting held September 5, 2023, be adopted as presented.

THAT the presentation by Arryn McNichol, Director of Corporate and Legislative Services, regarding the Corporate GHG Emissions Target be received.

THAT the membership section is amended to include up to 4 members of the public. THAT staff be directed to commence public recruitment as soon as possible.

THAT the Goals/Purpose section be amended to say "The goals and purpose of the Climate Action Plan Working Group are to develop work concurrently with staff on the five Milestones of the PCP program as it sets out the within the community initiatives." THAT the Milestone sections be moved to the end of the document. THAT the Scope section be moved below the Goals/Purpose section. THAT the last paragraph in the Goals/Purpose section is amended to say: "The community focused information will support the production of a comprehensive PCP program as the Working Group can work concurrently in a complementary fashion with staff who is currently focused on the corporate information for the program."

THAT the draft Climate Action Plan Working Group Terms of Reference be amended to add the following two items within the Goals/Purpose section: 1. Developing the building blocks of municipal climate resilience as detailed by FCM in The Building Blocks of Municipal Climate Resilience (FCM.ca) 2. Identify projects that qualify for Federal climate adaptation funding through FCM. THAT the details of the Building Blocks of Municipal Climate Resilience by FCM is added to the bottom of the document.

THAT the discussion on the Climate Action Plan Working Group Terms of References be received; THAT the Environmental Advisory Committee approve the Draft Terms of Reference for the Climate Action Plan Working Group as amended; THAT the Draft Terms of Reference for the Climate Action Plan Working Group be forwarded to Council for final approval; and THAT the Environmental Advisory Committee appoint Councillor Hirsch and Angus Ross to the Climate Action Plan Working Group.

THAT the discussion of the Committee and Lise Bois of the Natural Cover Working Group, regarding the Tree Management and Preservation Policy, be received. THAT the Committee recommends noting the improvements that have been made as part of the deputation package. THAT the Environmental Advisory Committee supports the Natural Cover Working Group in their future deputation to Council regarding the Tree Management and Preservation Policy.

THAT the Committee receives the discussion regarding the Quinte Source Protection Pre-Consultation.

THAT the updates from the Communication Working Group, Planning Working Group, and Natural Cover Working Group be received.

THAT the Committee's discussion on its Work Plan be received.

THAT this meeting now adjourn at 6:01 p.m.
