O.P.P. Detachment Board

THAT the agenda for the O.P.P. Detachment Board meeting of September 18, 2025 be confirmed.

THAT the minutes of the O.P.P. Detachment Board meeting held on June 19, 2025 be adopted as presented.

THAT the presentation by Lisa Darling, Executive Director, Ontario Association of Police Service Boards (OAPSB), regarding an update from the Ontario Association of Police Service Boards (OAPSB) be received.

THAT the O.P.P. Detachment Board adopt, for the Prince Edward County O.P.P. detachment, the objectives and priorities and related strategies set out in the April 21, 2025 Discussion Paper received by the Board at its June 19, 2025 Board meeting pertaining to intimate partner violence, impaired operation, and illegal drugs.

THAT the update from the Community Safety & Well-Being Plan Working Group be received.

THAT the verbal update from Derek Needham, Superintendent, Ontario Provincial Police (O.P.P.), regarding the permanent hiring of the PEC Detachment Commander (DC) be received.

THAT the O.P.P. Detachment Board Operating Budget Statement be received.

THAT the O.P.P. Detachment Board discussion on the draft 2026 O.P.P. Detachment Board Operating Budget be received; and THAT the O.P.P. Detachment Board approve the draft 2026 O.P.P. Detachment Board Operating Budget; and THAT staff refer the draft 2026 O.P.P. Detachment Board Operating Budget for Council's consideration during the 2026 budget deliberations.

THAT the verbal report of the Detachment Commander related to Part VIII (Complaints) and Section 89 (Secondary Activities) of the Ontario Community Safety & Policing Act be received.

THAT the Detachment Commander's Report: June - August 2025 to Prince Edward County be received.

THAT the Detachment Commander's Report: Intimate Partner Violence (IPV) Investigative Report to Prince Edward County be received.

THAT the Prince Edward County Detachment 2024 Detachment Board Annual Report as circulated to Board members on June 27, 2025 via email be received.

THAT Councillor Braney, Chair and/or Casey Hill, Vice-Chair be appointed as the Prince Edward County O.P.P. Detachment Board representatives to participate in the Commissioner’s selection of a permanent Detachment Commander in accordance with the process established by the Commissioner pursuant to section 68 (1) (a) of the Community Safety & Policing Act and to monitor the Minutes of the September 18, 2025 O.P.P. Detachment Board Meeting Circulated to Council on October 7, 2025 performance of the Detachment Commander pursuant to section 68 (1) (d) of the Community Safety & Policing Act.
