THAT the agenda for the Planning & Development Committee meeting of November 20, 2024 be confirmed.

THAT item 4.2 and 4.3 as listed on the agenda be approved by consent.

THAT "Consent File No. and" be removed from recommendation no. 1 and recommendation no. 2 be removed entirely.

THAT the time allotted to the applicant and persons representing the applicant with respect to the application be extended pursuant to section 9.5 (2) of the Procedural By-Law.

THAT the report DS-77-2024 of the Development Services Department dated November 20, 2024 regarding Official Plan Amendment File No. OPA-03-24 and Zoning By-law Amendment File No. Z16-24 be received; and 2. THAT Zoning By-law Amendment File No. Z16-24 for the lands described as Part of Lots 1364, 1365, 1368, 1369, 1415, 1416, 1421, 1427, 1428, 1429, 1430, 1435, 1437, 1438, 1441, 1442, 1444, 1445, 1446, 1447, 1456, 1457, 1458, 1469, 1470, 1471, 1472, 1473, 1474, 1492, 1493, 1494, 1496, 1497, 1498, and all the Lots 1422, 1436, 1439, 1440 and 1441, Registered Plan 24, in the Town of Picton, be approved. 1. THAT Council receive report CLS-25-2024; 2. THAT the applicable amendments to By-Law 16-2022, being the Procedural By-Law, be approved and brought forward to the November 26, 2024 Council meeting, to be enacted January 1, 2025; and 3. THAT Clerk's Office and Planning staff be directed to conduct a workshop with Council on the changes to process; and 4. THAT Council direct staff to prepare information for the public on the process changes.

THAT section 5. of the draft Interim Control By-Law, as listed on this agenda, be amended to read as follows: Planning & Development Committee Meeting Minutes November 20, 2024 Adopted as circulated to Council on November 26, 2024 5. THAT lands subject to: • a Planning Act application that has been submitted, deemed complete or placed on technical circulation; • a Planning Act application(s) that are approved and have service allocation; • the proposed development at the former Queen Elizabeth School (35 Barker Street); • any Minor Variance applications, Part Lot Control Applications or any Third- Party applications that Council deems acceptable as prescribed by the Planning Act; are exempt from the provisions of this by-law.

1. THAT Council receive report DS-75-2024; and 2. THAT the draft Interim Control By-Law, as listed on this agenda, as amended, be approved and brought forward to the November 26, 2024 Council meeting for enactment.

THAT the items approved under Delegated Authority By-Law 98-2020, as amended be received for information.
