Planning Public Council Meeting

THAT the agenda for the Planning Committee meeting of December 16, 2020, with the order for Council to move into closed session prior to beginning the regular open Planning Committee portion of the agenda be confirmed.

THAT Council now move into closed session to consider: a) labour relations or employee negotiations; and b) litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board (Pursuant to Section 239(2) (c) and (e) of the Municipal Act)

1.THAT the attached Agreed to Items representing the Memorandum of Settlement between Corporation of the County of Prince Edward and ONA substantially in the form attached hereto as Item - 01 be app; and 2. THAT the Memorandum of Settlement between the Corporation of the County of Prince Edward and ONA as presented for a four-year term, be approved; and 3. THAT the By-law to authorize the Mayor and Clerk to execute a new Collective Agreement between the Corporation of the County of Prince Edward and ONA be approved.

1. THAT the report of the Development Services Department dated 16, 2020 regarding Zoning By-law law Amendment File No. Z5-19, and Site Plan Control application SP-01-19 be received; and 2. THAT Council direct staff to pursue minutes of settlement with the applicant for an alternative concept that is more in line with the policies of the Picton Urban Area Secondary Plan.

THAT Council now move into Planning Committee for the purposes of hearing statutory public meetings with respect to planning applications held in accordance with the provisions of the Planning Act.

THAT the presentation by the Ryerson Studio Team on Prince Edward County Tourism Review be received. Planning Committee Minutes December 16, 2020 Adopted as circulated to Council on January 12, 2020

THAT information report DS-163/2020 of Development Services dated December 16, 2020 regarding Consent File No.: B46-20 be received; and THAT a report with a recommendation for decision be brought forward to a future meeting reflecting the public feedback from this statutory meeting

THAT information report DS-164/2020 of Development Services dated December 16, 2020 regarding Consent File No.: B46-20 and Zoning ByLaw Amendment File No. Z54- 20 be received; and THAT a report with a recommendation for decision be brought forward to a future meeting reflecting the public feedback from this statutory meeting.

THAT information report DS-168/2020 of the Development Services Department dated December 16, 2020 regarding Consent File Nos.: B69- 19 and Zoning By-Law Amendment File No. Z65-19, be received; and THAT a recommendation for decision be brought forward to a future meeting reflecting the public feedback from this statutory meeting.

Planning Committee Minutes December 16, 2020 Adopted as circulated to Council on January 12, 2020 THAT information report DS-169/2020 of Development Services dated December 16, 2020 regarding Consent File Nos.: B69-20 and B70-20 and Zoning By-Law Amendment File No. Z62-20, be received; and THAT a recommendation for decision be brought forward to a future meeting reflecting the public feedback from this statutory meeting.

1. THAT information report DS-167/2020 of Development Services dated December 16, 2020 regarding Zoning By-Law Amendment File No. Z58-20, be received; and 2. THAT a Report with a Recommendation for decision for Zoning Amendment File No.: Z58-20 (1924484 Ontario Inc.) for lands located in Lot 10B Plan 8; Part Lot 197 b Plan 8 Part 1 47R1603; Ward 3 (Wellington), be brought forward to a future meeting reflecting the public feedback from this second public meeting.

THAT Planning Committee now rise and resume sitting as Council.

THAT the report of Development Services Department, DS165-/2020 of Development Services dated December 16, 2020 regarding Rezoning File No.: Z64-20 be received; and THAT Rezoning File No.: Z64-20 for lands located in Part Lot 8 Concession 2 Military Tract; Ward 2 (Bloomfield/Hallowell) be approved.

Rutt Subdivision is a delegated authority; however this item will be removed from the list and will be provided at a future meeting THAT the items approved under delegated authority By-Law 98-2020 be received for information; and THAT the report DS 161/2020, Rutt Subdivision Agreement be removed from the items approved under delegated authority by-law and be provided to the Planning Committee at a future date.

THAT the following By-laws be read a first, second and third time and finally passed: 11.1.1 A By-law to Amend County Comprehensive Zoning By-Law No. 1816-2006 as Amended (Lovesong)

THAT the following By-law be read a first, second and third time and finally passed A By-law to Confirm the Proceedings of the Council of the Corporation of the County of Prince Edward at the meeting held on December 16, 2020.

THAT this meeting now adjourn at 9:17 p.m.
