Committee of the Whole

THAT the agenda for the Committee of the Whole meeting of March 13, 2025 be confirmed.

THAT the presentation by Councillor MacNaughton, Chair and Angus Ross, Vice Chair of the Environmental Advisory Committee regarding the Environmental Advisory Committee's 2024 Annual Report be received.

1. THAT Council receive report OPS-05-2025; 2. THAT Council direct staff to undertake the process for declaring the parcel of municipal land, identified as Roll 135032805050000 - Milford Pit, Chapmans Committee of the Whole Meeting Minutes March 13, 2025 Adopted as circulated to Council on March 25, 2025 Crescent as surplus in accordance with By-law 3183-2013 and report back on options for divestment or internal use. 3. THAT Council direct staff to complete rehabilitation on the Cherry Valley Pit, Crowe Pit, and the Sophiasburgh Quarry and relinquish the aggregate extraction licenses on each of the sites. 4. THAT Council direct staff to explore the use of the Cherry Valley Pit, Crowe Pit, and the Sophiasburgh Quarry as excess soils receiving sites in the event these sites are retained following a review of the municipality's operational needs and provide costing for this option in the 2026 budget. In accordance with Part 12.3 (10) (v) of the Procedural By-Law, a friendly amendment was made to recommendation no. 2 to remove the reference to By-Law 3183-2013 and insert CSPI-08 Sale or Disposition of Municipal Lands Policy in its place, as By-Law 3183-2013 has been rescinded by CSPI-08 Sale or Disposition of Municipal Lands Policy. In accordance with Part 12.3 (10) (v) of the Procedural By-Law, a friendly amendment was made to recommendation no. 4 to include the wording "in advance of" before "the 2026 budget". THAT recommendation no. 5 be deleted in its entirety.

THAT recommendation no. 6 be deleted in its entirety and replaced with the following: Committee of the Whole Meeting Minutes March 13, 2025 Adopted as circulated to Council on March 25, 2025 THAT the parcel of Municipal land identified as the Former Hillier Firehall: 65/79 Station Road, Roll 135062201513301; Part of PIN 55025-0118 be declared surplus to the needs of the Municipality for the purpose of divestiture, retaining the portion that is Jack Taylor Park, in accordance with CSPI-08 Sale or Disposition of Land Policy; and THAT Council direct staff to explore options for Jack Taylor Park and Hillier Town Hall water use.
