THAT the agenda for the Council meeting of February 27, 2024 be confirmed.

1. THAT the Accessibility Advisory Committee Terms of Reference with respect to membership composition to include 8 adult voting public members and 1 youth voting public member; 2. THAT Council appoint Olivia Timm, and Jessica Lee as voting public members of the Accessibility Advisory Committee for the term of Council, and approve the appointment By-Law; 3. THAT Council appoint Shadi Hagag as a voting public member of the Traffic Advisory Committee for the term of Council, and approve the appointment By-Law; 4. THAT Council appoint Ross Hamilton as a voting public member of the Committee of Adjustment for the term of Council or until reappointed, and approve the appointment By-Law; 5. THAT Council appoint Maimu Schaer as a voting public member of the Prince Edward County Public Library Board for the term of Council or until reappointed, and approve the appointment By-Law; 6. THAT Council appoint Jean-Philippe Lavoie as a voting public member of the Picton Ward Recreation Committee for the term or until reappointed, and approve the appointment By-Law; 7. Regular Council Minutes February 27, 2024 Adopted as circulated to Council on March 12, 2024 1. THAT Council approve the Memorandum of Understanding between the Prince Edward County Volunteer Firefighters and the Corporation of the County of Prince Edward; and 2. THAT Council approve the By-Law, to authorize the CAO and the Fire Chief to execute a new Memorandum of Understanding between the PEC Volunteer Firefighters and the Corporation of the County of Prince Edward.

THAT the presentation by Ayden Townsend, Roth IAMS regarding a summary of building condition assessments be received.

THAT the deputation by Mark Rose and Lesley Knox Picton Business Improvement Association (BIA) regarding 2023 in Review & 2024 Preview of the Picton BIA be received.

1. THAT Council receive report DS-11-2024; 2. THAT Council award contract PEC-INI-0163-2023 to Drew Harrison Haulage Ltd., in the amount of $ 345,478.00 plus applicable taxes; and 3. THAT a By-Law, as listed on the agenda, be approved to authorize the execution of an agreement between the County of Prince Edward and Drew Harrison Haulage Ltd.

THAT items 12.1, 12.2, 12.3, 12.4, and 12.5 be approved by consent. Regular Council Minutes February 27, 2024 Adopted as circulated to Council on March 12, 2024

1. THAT the report of the Environmental Advisory Committee meeting held February 6, 2024 be received.

THAT recommendation 2 from the Environmental Advisory Committee be deleted in its entirety. 2. THAT the Environmental Advisory Committee's Terms of Reference be amended to allow for rotating Chair and Vice-Chair positions to be shared among all Committee members.

THAT recommendation 3 from the Environmental Advisory Committee be deleted in its entirety. 3. THAT the terms of reference for the Natural Cover Working Group, Communications Working Group, Planning Working Group, and Climate Action Plan Working Group be amended to reflect that the Working Group Chair be an Environmental Advisory Committee member unless unavailable, at which point a Working Group Member may assume the position of Chair.
